Each year the Council has to monitor its perfomance and the progress made towards delivering the development objectives set out in the Local Development Plan and Local Development Framework.

The Government requires Councils to produce an Annual Monitoring Report (AMR) covering the year to March 31 and to submit it by the end of that calendar year.
Southwark Council has submitted its second Annual Monitoring Report to the Secretary of State on December 31st, 2006. This report covers the period from April 2005 to March 2006.

Consultation on AMR

Consultation on the Annual Monitoring Report is now closed. The draft document has been available for public comments for a period of 6 weeks (13 September - 27 October).
The Willowbrook Centre has organised a training workshop on the AMR on September 19, 2006.

Why Monitoring?

The development process is often a piecemeal and fragmented one. This is why the Council needs monitoring to make sure that all new developments contribute to the targets and objectives set out in the local plan and policies. Monitoring can help identify:

  • which policies are having the outcomes intended and which are not and why;
  • what changes are taking place and improve the evidence base upon which policies are developed;
  • if the timetable for the preparation of planning documents has been met and any progress made;
  • if community involvement policies and practices are effectively improving the amount and quality of community engagement in planning decisions.
