What the Southwark Plan says:
The Southwark Plan's Affordable Housing policy sets out
when developments should provide affordable housing and the
amount that should be provided. The policy says that, for
developments providing between 10 to 14 housing units,
developers are allowed to make a payment in-lieu of the
provision of the required share of affordable housing
on-site.
Modifications requested by Secretary of State:
That affordable housing for developments between 10 and 14 units be provided on site.
The Council's decision:
The Southwark Plan has been modified to fully comply with this request.
What the Southwark Plan says:
Policy 4.1 and appendix 3 in the Southwark Plan sets out
the suggested density levels for residential development.
The proposal map of the Southwark Plan
identifies Rotherhithe, Herne Hill, Nunhead and East
Dulwich as suburban zones. The Inspector has supported
in his report the council’s approach to density
and the suburban designation of Rotherhithe, Herne Hill,
Nunhead and East Dulwich.
Modifications requested by Secretary of State:
That these areas are designated as Urban with densities between 300 and 700 habitable rooms / hectare, which means with residential buildings up to 6 storeys. These modification was requested to make the Southwark Plan fully compliant with the London Plan. This is a statutory requirement for any London borough's development plan.
The Council's decision:
The Council have decided to suggest a modification whereby the Urban Zone is now divided into a Medium Density Density Zone with densities between 200 and 700 hr/h (up to 6 storeys) and a Lower Density Zone with densities between 200 and 450 hr/h (up to 3 storeys), suggestion that the higher range will not be considered appropriate for the lower density areas of Rotherhithe, Herne Hill, Nunhead and East Dulwich.
What the Southwark Plan says:
Policy 4.2 on quality standards for residential accommodations required new development to meet Lifetime Homes standards, which are a provision in the London Plan.
Modifications requested by Secretary of State:
The Secretary of State disagreed with this policy and requested that reference to Lifetime Homes standards be removed. Such a modification was also previously recommended by the Planning Inspector.
The Council's decision:
The Council have decided to suggest a modification whereby the Southwark Plan will now "seek to
ensure that all new housing is built to meeting relevant Lifetime Homes standards".
